SYRACUSE, N.Y. and TITUSVILLE, Fla., Sept. 10, 2026 /PRNewswire/ — Protora, formerly C Speed, and DEMCO Holdings, in partnership with General Riyadh Albalawi, today announced a joint venture to bring radar and sensing capability to the Kingdom of Saudi Arabia. The venture builds on the strategic partnership the two companies signed in February 2026, and turns that agreement into a standing business built to operate in-Kingdom for the long term. The announcement comes days after Protora introduced its new name and brand, marking the company’s first step onto the global stage under it.

The joint venture, C Speed Middle East LLC, will install, sustain, and maximize performance of radar systems in Saudi Arabia aligned with the Kingdom’s Vision 2030 goal. The venture puts work in-country creating jobs for Saudi engineers and technicians as part of that work.

“This joint venture is not one deal. It’s the model for how Protora grows around the world,” said Dave Abel, CEO of Protora. “DEMCO knows the Kingdom. We know radar. Together, we build and sustain this technology in-country, getting it rapidly in the hands of the people who need it most.”

“We are proud to formalize this venture with Protora,” said Mohammed Al Ibrahim, Chairman & CEO of DEMCO Holdings. “The joint venture will serve the Kingdom’s Vision 2030 goals and build lasting local capability in radar and sensing technology positioned to support the Kingdom’s evolving air and missile defense requirements.”

Protora and DEMCO built the venture as a partnership, not a vendor agreement. DEMCO brings standing and relationships with deep market knowledge across the Kingdom and across the Middle East. Protora brings 20 years of radar engineering and Lightwave, its software-defined radar core. Together, the two companies aim to put mission-critical sensing technology directly into the hands of the people protecting the region.

“Long-range detection is not a feature. It’s the difference between a threat seen early and a threat seen too late,” said Andy Maner, NewSpring Holdings Operating Partner, and Protora Chairman of the Board. “This venture puts that capability in the Kingdom’s hands and strengthens security across the region.”

“This joint venture is not simply about delivering radar systems. It is about establishing lasting in-country capability for operations, support and sustainment,” said General Riyadh Albalawi, CEO, Protora MENA. “Combined with Protora’s rapid production, this allows us to reduce the time and cost of fielding advanced systems and get critical capability to the warfighter faster.”
